Removing the Recycle Bin from your desktop is a fairly easy process. First click on ‘Start’ and select ‘Run…’, then type in ‘gpedit.msc’.
When the Group Policy window opens up, expand:
User Configuration -> Administrative Templates
then click the ‘Desktop’ folder.
In the right pane, double-click ‘Remove Recycle Bin icon from the desktop’ then select the ‘Enabled’ button. Click Ok and close the Group Policy editor.
Logout of Windows and Log back in to see your changes.

look under user configuration, not computer configuration
Just like Marek… No desktop folder in my case. Whether under Computer config, or User config.
Using XP SP3.
